Scrolling with the wheel always scrolls the focused window (and
therefore all scrollbind windows) on win32 GUI, at least the version I
have.

IMO, A) this is a bug that it is inconsistent between platforms, and
B) should probably be user-configurable (on all platforms), since this
thread shows evidence that some users consider this behavior desirable.
