e.g.
   :cd /tmp
   :new
   :set buftype=nofile
   :f  foo
   :py3 print(vim.current.buffer.name)
          /tmp/foo
   :echo @%
          foo
   :cd /var
   :py3 print(vim.current.buffer.name)
          /tmp/foo
   :echo @%
          foo

This behavior does not seem desirable.

The python-buffer name for a buffer with buftyp=nofile should be set to
exactly the argument of `:f` .
Instead the python-buffer name is set to the argument of `:f` prepended
with the cwd when the `:f` command was issued.

i.e. for buftype=nofile buffers, the python-buffer name should match @%.
