rsync is not available everywhere.  And if it is, what to rsync from?
Does github have an rsync endpoint?  It's possible to put the files on
the ftp server, but that's another point of failure I would like to
avoid.  Better use github as the "master".

Also, I would not want to mess with whatever the user has added to
$VIMRUNTIME.  Sure, it's not supposed to happen, but not everybody reads
all the docs or understand how things work.  Dropping a few plugins in
$VIMRUNTIME/plugins is not that unexpected.  This is not so easy to
handle with rsync (unless you disable all deletes).
