In the scroll.txt helpfile, the last paragraph above the tag for <MouseDown> and <MouseUp> (i.e. at lines 289-294) mentions XFree86, a project whose last release was in 2008 and whose last CVS update was in May 2009. Its successor is the X.org project, a fork which in its current versions doesn't use XF86Config anymore, but a number of config files, whose full list is documented in the xorg.conf(5) manual page.
On my openSUSE Linux system, mouse scrolling works out of the box in Console vim (when using my mouse-aware Huge build, of course); I suppose the text can be changed to When using Xorg, the X config files (see "man 5 xorg.conf") should have the proper entries for your mouse. [...] See the X documentation for information. Of course I can't tell what the proper entry is for FreeBSD with a Logitech mouse. Maybe remove that example?
