I changed spec for json_encode/json_decode to handle utf-8 always. Because json string possibly contain both of utf-8 string and \uXXXX string. So it should be always utf-8 bytes. For example, when encoding is not utf-8, json_encode(non_utf8_bytes) should be encoded to utf-8 bytes.
