Sequence of commands to reproduce the problem:
    gvim
    :edit .
    :" move the highlighted line to a text file in this directory and press 
<Enter>

The same problem occurs with your netrw.vimrc
    vim -u netrw.vimrc

The same problem occurs when my .vimrc contains only the following line and
gvim or vim is being run:
    let g:netrw_browse_split = 3
