I played with Athena for a little while, but wasn't able to reproduce it.

On XQuartz (X11 on OS X), there are three different Athena libraries,
libXaw6, libXaw7 (default) and libXaw8.  I tried out every library, but
didn't see any unneeded lines on the menus.  So, that is unlikely to be a
version issue...

Hmm, let me think about it more...
