Please correct me, if I am wrong, but it seems, that Windows XP is the 
oldest supported Windows version for the upcomming Vim 8 release.
If that is true, shouldn't we remote the following items from the 
feature list (:h feature-list) (or have it return zero)?

| gui_win32s
| win95
| win16
`----

I not only mean, to simply drop it from the documentation, but also 
remove the calls of gui_is_win32s() and mch_windows95()

Oh, it seems, win16 is already gone... I got this from an older 7.4 
documentation.
