Well does the bell work in a plain terminal?

somethig like this should ring the bell:

echo -ne "\a"

That should ring the bell. If not, it is not enabled on your side. 

BTW: I have a similar issue on cinnamon and currently haven't found the 
time to investigate, where I have to enable the bell for X11.
