The following commands reproduce the problem:

$ cd vim
$ src/vim -N -u NONE -i NONE -c "silent! grep VIMVER Makefile" -c
"quit" 2>test.out
$ cat test.out

As I mentioned in my earlier reply, the existing tests are already
catching this problem.
