I think it's best to blink the cursor in the terminal when it's blinking
in Vim. That is basically what now happens for Unix (in xterm the blink
flag is XOR'ed with other flags, thus switching blinking off may
actually cause it to blink).
Do we know in the Win32 console whether the cursor is currently
blinking?
