I have strictly no position on whole idea, but just let me tell 
that there are zillions of parsers of EditorConfig files 
(https://github.com/editorconfig/) including 
C (https://github.com/editorconfig/editorconfig-core-c). I don’t 
think there is a parser written in VimL.
