For me nothing changed. My vimrc used to source the vimrc_example.vim, it still does, but now vimrc_example.vim just sources the defaults.vim, which contains what used to be in the vimrc_example.vim. No sweat.
About system vimrc files, I hate them: in my experience they contain the misguided and undocumented opinions of some <s>sysadmin</s><u>BOFH</u> about what is best for me. This is one of the reasons why I compile my own Vim (so it looks for a system vimrc at $VIM/vimrc, doesn't find it, and bypasses my distro's system vimrc at /etc/vimrc). The other reason is that openSUSE's so-called "stable" version of Vim is unreasonably behind the times (currently 7.4.326).
