I'd like to look at this but I can't reproduce anything like it. On Kubuntu 18.04, gvim 8.1.0091 with GTK2, and with a keyboard rate at 50 Hz, and a 3.4 GHz i7, holding down Page Down or ctrl-f gives no flicker, and top says gvim is at 18% of one core, with Xorg 30% and kwin_x11 at 17%, roughly.
What font are you using? What locale settings? What video hardware? (I just use the i7's HD 530, to a 1080p screen.) gvim --clean gives me Monospace Regular 10, which appears to be the same as DejaVu Sans Mono Book 10.
