So the value in all buffers is initially one, but [re]setting it to one in one buffer seta all the others to zero? Can we think about this a little more? Maybe a command to clear (i.e., set to zero) the variable/option in all buffers but the current one? Also, shouldn't this be per window rather than per buffer?
