Hi all,

I noticed that the ":sign place ... file=" command fails on MS-Windows when
a full path to the filename is not used. For example, the following command
fails on MS-Windows with E158:

  sign define sign1 text==> linehl=Search texthl=Error
  edit eval.c
  sign place 10 name=sign1 line=20 file=eval.c

This doesn't fail on Unix-like operating systems. This can be easily fixed.
But I am wondering whether this will break any backward compatibility.
