I reproduced this in Kubuntu 18.10 in a konsole, and also gvim with GTK2, but 
only after getting the latest source, so I thought, I can bisect this.

The first bad commit is

    patch 8.1.0726: redrawing specifically for conceal feature
    
    Problem:    Redrawing specifically for conceal feature.
    Solution:   Use generic redrawing methods.
