I thought that the cursor line should only show in the current window.
But it looks like we show it in all windows anyway, and apparently
that's OK, since nobody complains.

When scrolling with the mouse, the cursorline highlighting sometimes
shows, depending on how the redrawing is done.  That looks inconsistent.
We can fix that, it's not inefficient if we only do this when scrolling
a non-current window.
