Yes.
I think it's all over by the time vim on the remote system gets the input.
Vim is receiving up or down arrow sequences when you use the scroll wheel,
and there's nothing vim can do about it.
I suggest that your terminal emulator on the local system is where you need
to make a change. If you use xterm you could use xinput to disable the
scroll wheel altogether, but some emulators ignore that; my konsole does.
There may be a way with Gnu screen or tmux.
Or conceivably, no idea if this would work, enable X forwarding with ssh,
run a vim with +X11 and use set mouse=a in vim, then map the scroll events
to <nop>.
