Vim does this now. I have the following set for bash scripts.
comments=s1:/*,mb:*,ex:*/,b:#,:%,:XCOMM,n:>,fb:-
formatoptions=tcqrlnj1
autoindent
textwidth=78
Those are sufficient but might not all be necessary.
