The code is still containing several #ifdef's for EBCDIC support.  I
doubt this is actually still working.  I have no such system to test it
on.

Would there be more than two people who actually use Vim with EBCDIC?
I suspect we can just drop it and nobody would have a problem with it.
Those few people who need it are most likely on an old system anyway,
thus they can use an older version of Vim with working EBCDIC support.

If you do need EBCDIC in the latest Vim, please speak up now!
Otherwise I'll remove it.
