Hi, The current version of Make_cyg_ming.mak only supports setting "yes" to the "SODIUM" option. If you install libsodium from pacman, you can use "SODIUM=yes". I created PR #9896 to fix that.
Specifying -*I./libsodium-win32-1.0.18/include *in the command line is not correct. It specifies the include directory for "make" not for "gcc". We don't have the "DYNAMIC_SODIUM_DLL" option (yet).
