Update iss syntax file (https://github.com/vim/vim/issues/11890)
- Add 'ExternalSize:' parameter
- Add 'setntfscompression' files flag
- Fix escaped left brace highlight
- Fix 'String:' parameter highlight
- Remove trailing whitespace
