runtime(i3config): remove always from `focus_follows_mouse`
The always option does not exist in i3, only sway.
From https://i3wm.org/docs/userguide.html:
`focus_follows_mouse yes|no`
Version number incremented by 2 because the last commit did not
increment the version.
