Building Vim (with any featureset) now requires (on my openSUSE Tumbleweed system) the packages python3-clang and clang-devel even if clang itself is not installed. AFAICT, this is not tested by configure so that even "make reconfig" aborts shortly after starting the compile phase. Once I install these packages the build failure goes away.
