I just found a very old tool for vim called the Vim Outliner: http://www.vimoutliner.org
I like it for hits color coding + tabbing, folding, and very simple highlighting. The question I have is that sometimes I find the color syntax and highlighting is not correct, until I move the item around and back to the original location.
