In this thread "vim configuraion files on windows" [1] there were
very described several methods how to share configuration files
across unix / windows / cygwin vim, with links to WIKI, and a lot
of other suggestions.

If you plan to work with console version of cygwin vim, you can
find also this thread "Should vim under cygwin have color?" [2]
interesting.
