ah, that's possible. Before your own vimrc, Vim looks for a "system 
vimrc" and sources it if present. The default location is $VIM/vimrc 
(which usually means /usr/local/vim/vimrc if you compile your own on 
Linux) but it can be changed at configure-time: for instance, in the 
version distributed by SuSE it's at /etc/vimrc
