Ah, I see. You can install more up-to-date Windows versions of Vim from https://sourceforge.net/project/showfiles.php?group_id=43866&package_id=39721 (currently 7.2.25). Download one self-installing .exe, run it, maybe answer a few questions, voilà. It contains a version of both gvim and Console Vim with most features enabled (click the clipboard-like icon next to the download link to see the output of "version" for the gvim build), and all runtime files updated to the date the installer was built.
