'whichwrap' needs to include "<,>" for arrow keys in normal mode, and
also needs "[,]" for arrow keys in insert mode.  After doing :set
ww+=<,>,[,]  it works fine for me, on vim 7.2.49 - are you sure that
you don't have some other map that's interfering?
