I don't know how to change quickfix. However if your toolchain are
ported from linux, they should honor the locale environment. Duplicate
those into window's user environment, (eg. I set LANG=en_HK.UTF-8 and
same for LC_CTYPE, LC_LANG) then those tools will use english instead
of chinese.
