!? and ?! aren't always synonymous: e.g. in chess notation, !? after a 
move means "interesting move" while ?! means "move of dubious value". In 
the same family: ! "good move", !! "winning move", ? "bad move", ?? 
"blunder".

Actually, there was a typo in what I wrote. I should have said

        :set isk+=!,?

which would have been synonymous with

        :set isk+=! isk+=?

or even with

        :set isk+=33,63
