To know if they are enabled, enter

        :filetype

with no arguments. Does it (among others) say "plugin:ON" or "plugin:OFF"?

Also, does the output of

        :scriptnames

mention the "mail" ftplugin? (With default settings for an own-compiled 
vim on Linux, that would be /usr/local/share/vim/vim72/ftplugin/mail.vim)
