Yeah, the default highlights include ctermfg=bg guifg=bg for Ignore; any custom colorscheme may set fg and bg to whatever it wants for any highlight group including Ignore -- setting it to "slightly visible" is a definite possibility. As always, if you don't like what one colorscheme sets, use another or write your own.
