There is no ~/.vim directory on Windows: there, it's ~/vimfiles (and,
just like ~/.vim on Unix, it does not exist by default). It is, as
everywhere, a subdirectory of whatever Vim thinks is $HOME, so you can
create files and directories there by means of, for instance
:!md ~/vimfiles
:!md ~/vimfiles/after
:!md ~/vimfiles/after/ftplugin
:e ~/vimfiles/after/ftplugin/html.vim
or similar. You can always see the full path to the current editfile by
using
:echo expand('%:p')
which will tell you where it is located for Windows.
