You're correct I don't get any of these problems with a standard
german/english layout.

I don't even have these files on my mac.

I will send you the keyboard layout file I use here so you can try andg
debug the problem. Just copy it to ~/Library/Keyboard Layouts and
Relogin to your mac.
You then should find the neo layout in your System Preferences ->
International -> Input Menu.
Select neo and you installed it.
