* can you execute any command from the vim command line; for example,
  :!dir

* what version of vim are you using?

* what version of getscript.vim are you using?  v32b is available from 
my website (http://mysite.verizon.net/astronaut/vim/index.html#GETSCRIPT)

* what happens when you type

wget -q -O 'C:/DOCUME~1/EDWARD~1.BEA/LOCALS~1/Temp/VIAF2.tmp' 
'http://vim.sf.net/script.php?script_id=1234'

  manually from the terminal you use?
