Well, the error message seems quite specific.  Rerun cygwin's
setup.exe, make sure that fontconfig is installed, and make sure that
/etc/fonts/fonts.conf looks sane.  And, since this is pretty clearly a
problem that only cygwin users are likely to have seen, you'd probably
have better luck asking about it on the cygwin mailing lists than just
relying on the 2 or 3 people I've seen who post to both.
