First try editing the file directly:
    :e http://ftp.vim.org/pub/vim/runtime/spell/de.latin1.spl
Or:
    :e ftp://ftp.vim.org/pub/vim/runtime/spell/de.latin1.spl

Use the file name that's displayed by the plugin (perhaps it's utf-8
instead of latin1).  If that doesn't work, then perhaps the command
being used simply fails.  See the console for the command name.  You can
change the netrw plugin settings to fix that.  See  :help
netrw-externapp
