One way to build & use Vim for ARM would be
to use QEMU, which can emulate an ARM machine
on x86.  I've never used it myself yet, but I thought
of using it to test Vim on ARM, even if I don't have
an ARM machine.

Google search for "QEMU, ARM" for more information.
