Of course, that requires that you have a mouse installed (most people do 
nowadays, but recently my mouse broke down and it took me some days to 
get a replacement) and IIUC that you use gvim (Console Vim seems not to 
have scrollbars) with 'mouse' and 'guioptions' correctly set.
