(sorry for not knowing Windows that much...I am a linuxxer...;) Is the keyboard reference control panel part of the Windows XP installation or another executable, which I need to download from elsewhere? In the latter case, I am not allowed to do so. Does switching the keyboard to US 104 layout mean that the whole keyboard goes from qwertz to qwerty layout?
