binding of Vimscript in, say, Python or Lua or any other more widely
spread language and ship it with vim?

You mean like it already does? :)

It has interfaces for Python, Perl, Ruby, TCL, and MZScheme. You can find them enumerated at

  :help reference_toc

and skim down to the "Interfaces" section. Your vim has to be built with support, but Vim does allow for building with a variety of language bindings.
