While it would seem that the multi select plug-in would work as described, in the plug-in help is the following, which i think would disavow what the original user wanted to do:
Currently it is limited to the visual-by-line mode. There are other limitations that exist, e.g., the selection is remembered by line numbers, so insertions and deletions above the selections will not be automatically taken care of.
