I'm not sure what you're trying to do with this.

The way it is, it should give error E114 Missing quote, and then E15 Invalid expression.

With an additional quote at the end, I understand it as meaning "For all lines which are now the current line, check if the line contains a semicolon either followed by a semicolon or at the start of the line, and if there is, do nothing".

With an additional _command_ at the end, and then a second quote, it all depends on the command.
