Nope, that returned equalalways.  I also forgot to mention that if I run
Vim 7.1 using the same vimrc, vsplit sizes correctly, and in 7.1, that
line also returned equalalways.

        :verbose set eadirection?

If it's "ver" (not the default), then width of windows is not affected.

Oh, and while you're at it, you could check whether you have a "system vimrc" installed (where Vim looks for it is shown near the middle of the output of ":version"; and if present, it is sourced before your vimrc and in 'compatible' mode).
