Nope, that returned equalalways. I also forgot to mention that if I run
Vim 7.1 using the same vimrc, vsplit sizes correctly, and in 7.1, that
line also returned equalalways.

If it's "ver" (not the default), then width of windows is not affected.
Oh, and while you're at it, you could check whether you have a "system
vimrc" installed (where Vim looks for it is shown near the middle of the
output of ":version"; and if present, it is sourced before your vimrc
and in 'compatible' mode).
