The xterm program recognizes both 8-bit and 7-bit control
characters.
It generates 7-bit controls (by default) or 8-bit if S8C1T is
enabled.
xterm has to be initialized to vt220 mode, and then the S8C1T mode can
be enabled.
Long ago, Linux console worked with 8-bit controls; none of the other
common
terminal emulators that come to mind work with 8-bit controls.
