I'm not sure if having a Microsoft-supplied package will get around your limitation of not being able to install things, but Microsoft has had Unix tools for some time now: http://technet.microsoft.com/en-us/library/cc779522%28WS.10%29.aspx In the Control Panel, it's under "Turn Windows Features on or off" or something similar. Alternately, XP/Vista/Win7 versions of Windows can run PowerShell (also under "Windows Features" on Vista), and it's installed natively on Windows 7. PowerShell is still missing some features of the unix-land shells, but it is WAY better than plain old cmd.exe.
