By default, vim will open any file for which folding is enabled with
the folds closed. See
:help foldlevel
:help foldlevelstart
To have all files open with folds open, put this in your ~/.vimrc:
set foldlevelstart=99
To have just PHP files open with folds open, put this in
~/.vim/after/ftplugin/php.vim:
setlocal foldlevel=99
