The problem may be due either to a font lacking the appropriate glyphs, or to an 'encoding' lacking the appropriate codepoints.

I. Font and glyphs question:
For gvim, see http://vim.wikia.com/wiki/Setting_the_font_in_the_GUI
If you don't find anything prettier which has the glyphs, try Courier_New — in my experience it has a good collection of glyphs. For console Vim (which cannot be compared with Notepad or Notepad++ since these run in GUI mode), the font is set by the terminal. There should be some menu allowing you to change the font.

II. Charset question:
Of course, you need an 'encoding' that supports the characters you want to display — if 'encoding' is set to Latin1, there's no way you can display those Slavic letters, they are just not included in the 256 (well, 191 displayable) characters of Latin1.
